United States when transported via the Panama Canal from,
to or thru the ports in Europe named below:

  Finland, France (Atlantic Ocean Ports ONLY), Germany,
  Ireland, Latvia, Lithuania, Netherlands, Norway, Poland,
  Russia, Sweden and the United Kingdom
